The
City of Mount Pleasant establishes and administers laws through a
council-manager form of government. The council-manager form of government
is the system of local government that combines the strong political
leadership of elected officials in the form of a council, with the
managerial experience of an appointed local government manager. The
council-manager form of government is designed so that all power is
concentrated in the elected council, who hires a professional manager
to oversee the daily delivery of public services. The council is made
up of five members, who are elected by an at-large-by-place system.
Members of the city council and mayor are elected for two-year terms
on a nonpartisan basis. The council appoints one of its members as
mayor pro-tem to chair the council in the absence of the mayor. The
mayor, who is elected at-large, is recognized as head of city government
for ceremonial and emergency purposes, but is not a voting member
of the council.
City council responsibilities:

Establishing the tax rate
Approving the budget
Planning for capital improvements
Adopting all city ordinances
Selecting citizens to serve on city boards and
commissions
Approving the issuance and selling of municipal
bonds
Purchasing and selling property
Appointing the city manager, the city attorney,
and municipal court judge.
Working closely with the city manager to formulate
the city's annual work program.
City manager's responsibilities:
Supervising the city's daily operations
Hiring department heads
Supervising city personnel
Directing and coordinating all municipal programs
Overseeing enforcement of municipal laws and ordinances
Recommending an annual budget
The city council holds regular meetings on the first
and third Tuesdays of each month at 6:00 p.m. in the city council
chambers of city hall located at 501 N. Madison Avenue, Mount Pleasant,
Texas.
